LGTM.  I think this will be a nice enhancement for those attempting to debug submodules.  I created my own test with varying levels of module nesting and verified that flang's behavior in gdb when breaking on functions in submodules now matches gfortran's behavior (the module/submodule scoping notation matches).  No code issues jumped out at me.
