At first glance same opinion as Slava, can you comment a bit why this is needed and why `-funsafe-cray-pointers` is not a solution for this already?

If you can provide code that flang is "over-optimizing" compared to many other Fortran compilers under optimization flags, that would help deciding what flang should do.
