Could you add a small Semantics test with `-fopenmp-version=61`? It could check that `map(always, to: x)` and `defaultmap(tofrom: scalar)` have no version warnings, and that `defaultmap(tofrom: scalar, aggregate)` diagnoses the repeated modifier.
