Thanks for this, the direction looks right to me. One broader point rather than anything about the code itself. I have a draft in #216781 that lowers run-time condition in declare variant as the same kind of if/else cascade. We will face an issue in how they combine. A variant with a run-time condition called inside a dispatch with novariants needs the guards nested in a particular order. I am happy for this PR to land first and to do the unifying work on my side. But I wanted to give a heads up that this may need restructuring later.
