This code wasn't dead. It was just moved form `flang/lib/Lower/Runtime.{cpp|h}` to `flang/lib/Lower/MultiImageFortran.{cpp|h}` and `genNotifyWaitStatement` is called in `flang/lib/Lower/Bridge.cpp`
