Could we distinguish frontend migration from backend tool migration? Before this PR, Clang and Flang accept `-mllvm -enable-split-machine-functions`. With this PR, both report `Unknown command line argument '-function-splitting=all'` for `-mllvm -function-splitting=all`.

For supported frontend targets, the working replacement is `-fsplit-machine-functions`.
