A comment on the commit message: Do you think you can add a bit more on the approach (static resolution via OMPContext scoring) and that begin/end metadirective is also handled. One explanatory sentence could help future readers significantly.
Perhaps some information could be reused from the comment on the high-level design in the related issue, https://github.com/llvm/llvm-project/issues/188820#issuecomment-4137640251 (since this PR implements the Static Resolution path from that design).
