The MLIR constant-trip-count verifier is in e7c6eec5, on top of #215238 now that it has landed, with negative tests in `mlir/test/Dialect/OpenMP/invalid-unroll.mlir`.

Could one of you re-review? The changes-requested state is the only thing left blocking.
