`%flang` adds `FLANG_TEST_Fortran_FLAGS`, just using `flang` does not. `FLANG_TEST_Fortran_FLAGS` is necessary in this test because it needs to find the path to ieee_arithmetic.mod. This test has been added sometime since the conversion.
