Contributions to the LLVM mono-repo have to be under the Apache2.0 WITH LLVM-exception license, see https://llvm.org/docs/DeveloperPolicy.html#copyright-license-and-patents.

I heard that this design document might specify an interface that will also be depended on by other, non-LLVM, projects.
If you'd want to publish this design document somewhere with a Creative Commons license, would it then make sense to publish this design document somewhere else, and provide a link to that place from the LLVM code base where appropriate?
