This particular PR has already had a chunk of it merged a while ago, so this is just the remaining bits and pieces, primarily tests and some further utility modifications related to global address space additions.

So prior reviewers please do verify that you're still happy with your approvals! But not much will have changed since the original review other than via rebase.
