LOG: [flang] Parse REDUCE clauses in !$CUF KERNEL DO (#92154)

A !$CUF KERNEL DO directive is allowed to have advisory REDUCE clauses
similar to those in OpenACC and DO CONCURRENT. Parse and represent them.
Semantic validation will follow.
