Looking at https://github.com/llvm/llvm-project/blob/1822bc15cb378458e942e405ae7da32ee75b8c5b/flang/test/Driver/linker-flags.f90#L56 not sure why wouldn't we use plain "link" instead.

But then this is quite subtle and I don't have a Windows machine to check for myself to give an informed suggestion.
