Adds a new GettingInvolved page to documentation with provides details about
mailing list, chats and calls.

Adds a sidebar page which provides common links on
all documentation pages.
The links include:

- Getting Started
- Getting Involved
- Github Repository
- Bug Reports
- Code Review
