[cfe-users] cmake error with cmake 3.9.1

Hello

This was a bug of cmake.

cmake doesn't create 'rules.ninja' while the build process
even though generated build.ninja has a line "include rules.ninja".

I can reproduce it with the other project which uses cmake.
