[cfe-dev] Clang format and C#

+klimek and MyDeveloperDay in case they've got some context there. I would
guess cfe-dev would be a fine place discuss general design issues, plans
for significant refactoring (things that might have broad impact and/or
can't be implemented/reviewed in one patch, etc), etc.
