I was looking at the release/7.x branch and noticed that we added the 
minor version to the soname for the 7.1.0 release.  Should we do the 
same for 11.1.0?  Same question about the symbol versioning for 
libclang.so, should we update the symbol versions to be libclang.so.11.1?
