[cfe-dev] Clang bug-fix for release-11.x

Hi Tom,

I have a bug-fix which fixes an important issue. The issue is related to
CTU analysis.

Based on the docs
<https://llvm.org/docs/HowToReleaseLLVM.html#release-patch-rules> it is not
immediate if this fix applies to the patch rules for the 11.x branch. The
patch does not address a regression, it fixes an inherent issue and is
quite an isolated change. Can we cherry-pick this commit to 11.x? Could you
please advise?
