[cfe-dev] Reflow of comments keeps reformatting

Hello all,

Thanks for looking into this.
I've looked at the bugs I've logged over the last year's. A lot of them are
marked as enhancement. I've corrected them to normal, maybe some too many.

Looking at the page of logging a bug, I've noticed that enhancement is the
default when logging a defect. At least in Firefox. This seems illogical to
me. Do you mind looking into this for me?
