[cfe-dev] Tooling.h newFrontendActionFactory

Hello everyone,

I am not quite sure if this is an appropriate place to ask those questions, so if its not bear  with me since I just started to break in the clang code base. Does anyone know why newFrontendActionFactory <https://clang.llvm.org/doxygen/namespaceclang_1_1tooling.html#a2e8ce7afec3d75043d937692e393fe7f> is implemented with local classes or has a starting point for where I can figure it out?
