The only environment I know where such an interpreation is popular is
CPAN. Everyone else effectively uses Dewey-style interpretation. So yes,
some crappy software might mishandle 3.10 by using patterns like 3.1*
and not 3.1.*, but I don't believe catering to broken software is very
useful.
