[cfe-dev] Doxygen documentation isn't updated for clang-tools-extra

The doxygen for 3.7 are available for download at
http://llvm.org/releases/download.html#3.7.0, and for 3.8.0 the
clang-tools-extra doxygen will be included too.

For libclang specifically, I think
clang_doxygen-3.7.0/group__CINDEX.html is the right file.
