[cfe-dev] Clang-tidy StringRef:izer

Hi all,

I could've sworn I've seen a Clang-tidy checker to convert string uses
to StringRef where applicable.

Searching through the docs and my mailbox I can find neither a working
implementation nor a pending review.

Help?
