[cfe-dev] Building clang-extra-tools in visual studio

I'm afraid LLVM_TOOL_CLANG_TOOLS_EXTRA_BUILD might be OFF.

I think it'd be a bug if you had to turn it ON when you configured from
clean tree. Let me know state of your build tree.
