[cfe-dev] Reduce duplicated diagnostic output

I want to reduce the duplicated diagnostics output.
But in the testcase /llvm/tools/clang/test/CodeGen/arm-asm-diag.c,
the test require to print 4 exactly same error message.
I don't know why it is needed to print the same message four times.
