FWIW, Mozilla hit the "we have way too many buildbots" problem years ago 
and ended up designing a build status system to cope: 
<https://treeherder.mozilla.org/#/jobs?repo=mozilla-central>. That's 
about ~20-ish testsuites running on ~20-ish platforms per checkin, and 
it's designed to handle annotation of random test failures due to the 
sheer number of them, as well as infrastructure issues (mobile phones in 
particular apparently have reliability issues as test infrastructure). 
I'm not necessarily suggesting that this is the right way to go forward, 
just advising you on the existence of a possible solution to this issue.
