[cfe-dev] Replacement::toString() not working

Replacement::toString() doesn't appear to work on windows.  I am using the
3.6 branch.  If I add stream.flush(); it works.  It appears to cause the
stream to be buffered.  Is this an actual bug or did I miss something?
