(question based on "VS2015 gets an LLVM/Clang Anroid backend"

clang is on its way for full MVSC compatibility but

is that only for Windows x86/x64?
or also for the x86/ARM Windows CE, Windows Mobile, Windows Embedded, 
PocketPC, SmartPhone-Platforms?

WinCE is working on an huge amount of living hardware around - 
especially in the automation world
and if your want to develop for WinCE 6 you stuck to work with VS2008 
(Microsoft just doesn't ported the Support
to VS2010 and later)

there are mingw/cygwin based ports that allow the development but 
without VS-API compatibility
