[cfe-dev] [PATCH] Attributes code owner

The attribute subsystem spans many parts of the frontend, such as the
preprocessor, parser, table generation and semantic analysis. I think
the attribute subsystem is complex enough that it makes sense to have
a code owner for it.

Having done extensive work on the attribute subsystem for the past few
years, and being an active reviewer, I would like to put my name down
as a code owner. This is so there's a point of contact for questions,
cleanups, etc and also as a way to hopefully lift some burden off
Richard's shoulders in terms of patch review.
