[cfe-dev] Adding "simd" pragma to Clang

All,

No objections to pragma simd so far, so we decided to go forward with
submitting patches -- starting with "#pragma omp simd" and then adding
"#pragma simd" after that.

First patch is ready for review: http://llvm-reviews.chandlerc.com/D2815.
