[cfe-dev] Requirements to compile libclang on Windows?

What are the requirements on the compiler and dependencies to compile 
libclang on Windows? I'm wondering if it's possible to compile using DMC 
or the Microsoft compiler.

I would prefer to avoid the MinGW dependency if possible, at least for 
distribution.

Note that I'm only interested in libclang, no need for code generation.
