[cfe-dev] compile_commands.json for Windows/MSVC

Make sure that you have the latest CMake and that you are generating
projects as if clang was the compiler (i.e., not generating VS projects
(although clang's cl-emulation is getting quite good, but I don't think
it's quite there yet)).
