[cfe-dev] [PATCH] /branches/tooling: change rename boilerplate

When I was looking at /branches/tooling I had a hard time
understanding it at first because its header was copy and pasted from
the llvm standards tool. I was also confused by the "Nooooo!!!" error
message as well.

I've added a more detailed header and error message to explain the
usage of the tool.

Please tell me if there's anything wrong with the patch or if I've
made a mistake in the patch submission process.
