[cfe-dev] Index failures on Windows

Yes it is a known problem. I spent about 2 hours this week on this.
So far I found the failures are related to using env
CINDEXTEST_EDITING=1 before calling c-index-test.exe
I am planning to spend more time on this issue this weekend. Let's
hope this will get fixed by Monday.
