[cfe-dev] [Patch] Add Check for 'clang' Existence in TestRunner.sh

I was looking into why 'make test' was failing for me from ToT,
and along the way I added some checks in TestRunner.sh that might
be useful for someone down the road.  Attached is a patch for
that.

Failures I was seeing were ultimately due to what was fixed with
commit 67483.
