[cfe-dev] CFG building improvements

I have the next round of CFG building improvements...  They change  
successors to NULL when we know that control flow cannot take the edge  
in question.

Ted, look ok?  If so, you ready for this to be checked in?  I did a  
normal make test and it came up clean.

I'll do up the test cases for this change now...  just wanted to get  
this sent out before writing them up.
