[cfe-dev] move HeaderSearch setup to Driver lib

Hi!
Is the topic related thing on the todo list ?
It would let users to build a driver more easily.
Currently i need this feature because i'm working on a IDE (codeblocks)
plugin what parses the source file with clang and i dont want duplicate the
clang.cpp's setup code.
