[cfe-dev] -isysroot

I needed isysroot support personally, so I hacked this together.  No
idea if it's at all appropriate, but it seems (at first glance, at
least) to be doing the right thing for me...

It doesn't join paths properly (presumably there's a function to do
that somewhere?) but all the System dirs already appear to have a
leading / anyway...
