Maybe try to use Arcanist for uploading diffs?
The web interface can be confusing at times, Arcanist is more reliable (LLVM docs <https://llvm.org/docs/Phabricator.html#requesting-a-review-via-the-command-line> have pointers to the Arcanist documentation to get started)
