[COFF, ARM64] Implement InterlockedXor*_* builtins

This is fifth in a series of patches to move intrinsic definitions out of intrin.h.

Note: This was reviewed and approved in D54065 but somehow that diff was messed
up. Committing this again with the proper diff.
