Yes, getNumOccurrences returns non-zero only when the flag is set by the command line.
```
clang-tool -executor=all-TUs . # => getNumOccurrences() == 0
clang-tool -executor=all-TUs -filter="xx" . # > getNumOccurrences() != 0
```
