[clangd] NFC: Migrate to LLVM STLExtras API where possible

This patch improves readability by migrating `std::function(ForwardIt
start, ForwardIt end, ...)` to LLVM's STLExtras range-based equivalent
`llvm::function(RangeT &&Range, ...)`.

Similar change in Clang: D52576.
