[PATCH] D18768: Refactoring attribute subject diagnostics

Previous message: r319002 - Determine the attribute subject for diagnostics based on declarative information in DeclNodes.td. This greatly reduces the number of enumerated values used for more complex diagnostics; these are now only required when the "attribute only applies to" diagnostic needs to be generated manually as part of semantic processing.

I had the chance to finalize this long-standing review by fixing up the remaining test cases and removing the unused enumerators from AttributeList.h. I've commit in r319002 (but cannot close the review because the "Accept" didn't happen).
