[PATCH] D33719: Add _Float16 as a C/C++ source language type

This adds _Float16 as a source language type. As a first step, _Float16 behaves the same as __fp16 and is thus an alias. This means that _Float16 also behaves like a storage-only type. Subsequent patches will implement the proper semantics of both types.
