Doxygen comments for prfchwintrin.h

Added doxygen comments to prfchwintrin.h's intrinsics. 

Note: The doxygen comments are automatically generated based on Sony's intrinsic
s document.

I got an OK from Eric Christopher to commit doxygen comments without prior code
review upstream.
