Log:
- Refactored ARMTargetInfo in order to use the API of llvm/lib/Support/TargetParser.cpp
for extracting target specific information.
- Patch for commit 241267: ShouldUseInlineAtomic was set incorrectly when subArch was
not specified, causing regressions.
