Even with LTO, this situation shouldn't arise (& in the past several months
I don't recall you guys (being the only ones doing much debug LTO work)
having trouble with the assertion once I got it cleaned up). Call sites in
debug function should have locations. This is an invariant that is
currently (modulo the bugs I just introduced) held and one I would like to
continue holding because it seems valuable.

Changing the inliner to accept this situation would be akin to removing the
assertion in terms of the concerns I have above - most of the bugs the
assertion caught were created by this inlining behavior, it was just easier
to catch them with this assertion than to modify the inliner to assert
sooner (though I'm not opposed to changing the inliner to assert rather
than mangle the IR such that it asserts later on).
