[Patch][OpenCL] CL2.0 atomic types, diagnostics

This patch adds diagnostics for restrictions to atomic types mainly written
in OpenCL C Spec, s6.13.11.8.

 

The patch is taken from SPIR2.0 provisional branch, contributed by Guy
Benyei!

 

It is based on changes from the previously submitted patch:
