[PATCH] [libcxx] Add numerous options to libc++ LIT test suite configuration.

I've stripped the patch down to a minimal set of changes so that it has the same functionality as the testit script.

I've removed:
* `UNSUPPORTED-XFAIL` and `REQUIRES-XFAIL`
* support for `scan-build`
* support for `clang-tidy`
* support for code coverage.
