[OpenCL] Added 'CL2.0' to the list of valid 'cl-std' command line options

This change adds 'CL2.0' mode to the compiler i. e. extends command line
options and stores CL2.0 in LanguageOptions. 

 

In the subsequent patches I will submit several tests that would use
cl-std=CL2.0 mode for new OpenCL features.

Not sure if it's necessary to add a dedicated test for it here.
